Practicing Engineering & Route To Professional Engineer in MALAYSIA

Graduate Engineers

First of all, if you are Malaysian and practicing engineering in Malaysia, you shall be register yourself as Graduate Engineer to Board of Engineer Malaysia (BEM). Failing of registration to BEM is considered ILLEGAL under the Registration of Engineers Act 1967 (revised 2002).

The basic requirement to be qualified for registration as Graduate Engineer is you shall obtain one of the following :

a. An engineering degree accredited / recognised by BEM available in an approved list maintained by BEM or;

b. Pass in Part I & Part II of the Engineering Council Examination of United Kingdom or;

c. Pass in Part I & Part II of the IEM/BEM Graduate Examination in any particular branch.

Temporary Engineers

If you are foreign citizen and practicing engineering in Malaysia, you shall register yourself as Temporary Engineer in Board of Engineer Malaysia (BEM). Similarly failing of registration to BEM is considered ILLEGAL under the Registration of Engineers Act 1967 (revised 2002).

Professional Engineers

Previously, there were 2 methods to become Professional Engineer (PE) in Malaysia.

Method 1 :
Previously, graduate engineer worked under Professional Engineer (PE) with same discipline for number of years as stipulated, prepare log book (quarterly), summary of experiences, accumulate enough credit hours and attend Professional Assessment Examination (PAE) organize by Board of Engineer Malaysia (BEM). If you login to BEM website, you may still find above method (as of 20 Dec 2007) is valid. However, recent confirmation with BEM, BEM has TEMPORARY STOP conducting any Professional Assessment Examination (PAE) from 1st JAN 2007. Thus, this method may not work for time being until further notice.

Method 2 :
Worked under Professional Engineer (PE) with same discipline for number of years as stipulated (e.g minimum 3 years for those graduated prior to 01 Jan 1998 and minimum 4 years for those graduated after 01 Jan 1998) , prepare log book (quarterly) or detailed report, summary of experiences and attend Professional Interview (PI) organize by The Institution of Engineers, Malaysia (IEM). Once you get your corporate membership (MIEM) with IEM, you may apply to BEM to obtain PE status.

The log book may be accumulated experiences for every quarter and endorsed by Professional Engineer (PE) you work with. However, the detailed report may be prepared for knowledge and experiences gained in ONE of the project within the stipulated period and endorsed by Professional Engineer (PE) you work with.

For the Professional Interview (PI), you have to attend a one (1) Professional Interview conducted by TWO Professional Interviewers and write two essays (normally one related to technical and another related to ethic and professional conduct)

Difference Role between BEM and IEM

Some of you may some confusion between BEM and IEM.

BEM is government body

authority to ensure all practicing engineer in compliance to MALAYSIA's LAW in engineering related. Once you are certified by BEM, you are Professional Engineer (PE) and you can apply Ir. in front of you name i.e. Ir. JoeWong

IEM is professional body

a body promote professionalism and encourage continuous learning. Provide professional opinion to BEM whenever required. NO authority at all in legal terms. Once you are approved by IEM as member, you are Corporate member of IEM and you can apply ENGR at the end or below your name.

Two Cents advice

i) As BEM temporary STOP to conduct any PAE, it may extends to no-date. Do not wait for BEM. Register to IEM immediately. However if you still have doubt, you may contact BEM (application@bem.org.my).

ii) Application via IEM, you only have to prepare & submit log book (OR detailed report) and summary of experiences, pass the professional interview and essay writing (2 nos), be a member of IEM and apply to BEM as PE. In my opinion, this method is pretty simple and time saving (even though method 1 via BEM still available).

iii) If you are lazy man or have “no time” to prepare the log book, you still have the chance to prepare a detailed report. Method 2 would allow you to do so.

    A new and fit-for-purpose Malaysian “Engineering Act”

    A new and fit-for-purpose Malaysian “Engineering Act” relevant for the time and the 21st Century borderless and competitive global market; a primer by Engr. Rocky HT Wong for the proposed IEM Blog to enable exchange of views and ideas among IEM members – with a view to float up a consensus towards a brain-storming session among the IEM membership:-.

    Historical back-drop:

    In the early 60’s when certain failures of engineering works occurred; especially the high-profile case of the collapse of a shop-house, under construction, in Jalan Raja Laut K.L, which resulted in fatalities – a Royal Commission of Enquiry was formed to look into the causes.

    Typically of the “pendulum-swing theory” and in response to the public out – cry, the call to regulate the practice of engineering, among other reasons, resulted in the “Registration of Engineers” Act (REA) passed by Parliament in 1967.

    However, the Board of Engineers, Malaysia (i.e BEM) was only operationalised on 22nd August 1972; and that too, was after an amendment was made to the REA on 7th July 1972.

    The original intention of the Act was to register all Malaysians who practice engineering (one way or another, either in private practice, or in employment). Hence, the BEM was effectively the “Register” of Malaysian engineers who were expected to follow a set of “Do’s” and “Don’ts” rules; with additional guidelines for those natural persons, the engineers, in private practice as Consulting Engineers such as “Model Forms” of Agreement etc.

    Then in 1987, by Act A662 (of 16th January 1987), the REA (1967) was amended to also register “Bodies Corporate” (in other words, legal persons) with the introduction of Clause 7A.

    With WTO coming into being in 1995-following that and on the instruction from the Cabinet (the Minister of Works then was Leo Moggie instead of Sammy) the BEM was instructed to amend the REA to be relevant for globalization and trade liberalization.

    It was a long time in coming among the various reasons given was that the consisting REA was a “mosquito act” but frankly, the “powers that be” did not understand “globalization”; and that the Board consisting of too many government servants, who were not in private-practice, and hence their views were not in sign with the realities of the market practice.

    However, for all the “long and the short”, and with much “cut and paste” and the Act still remaining in its original forum, the “major” amendment was finally approved by Parliament on 1st December 2002 via Act A1158 – with “Bodies Corporate” being replaced by Engineering Consultancy Practices; ie ECP’s - applying to natural and legal persons.

    Then with the Prime Minister’s call to improve the public delivery system (after the 2004, 11th general elections) – with the introduction of the “CCC” the REA (1967) was promptly amended by Act A1288 on 1st April 2007.

    All the amendments to date (there were 6 in total) kept the REA in its original form but has since shifted from purely a “Register” of natural persons – the engineers – to be both a “Register” of natural persons – the engineers, and the “Licensing Board” of ECP’s (be they natural or legal persons).

    The Board’s Amendments to the REA Committee (or Engineers Act Committee), has been tasked since 2004, to look into the “re-vamp” of the REA to be relevant for the time and the globalized economy which is highly competitive.

    Then, the Board (i.e the BEM) at its meeting held on 15th April 2006, resolved to embark on a major effort to critically and comprehensively review the current Act and to propose necessary changes to note; it is not going to be a “revamp” of the Act! Well, well.

    There is a recommendation to the Board to solicit feedback and inputs from various stakeholders; and accordingly, the IEM (which has representations to the Board of the BEM, the Engineers Act Committee as well as the Committee’s Working Group) in tern is now, by way of its blog, seeking feedback and inputs from the IEM membership at large.

    The Position-to-Date

    To date, work by the various parties and the BEM’s and EA Committee’s WG have gone through the fundamentals of a relevant Act for the practice of engineering from the dual stand points of:
    1. Protect public interests; and
    2. The practice of the full spectrum of engineering and integrated engineering services in a competitive market environment.
    Areas covered so far include the following: -
    1. To look at the safety of the public
    2. To emphasis more on the qualification regulation
    3. To emphasis more on the professional services application
    4. To emphasis more on the consultancy license
    5. Do wee need to register the graduate engineers?
    6. Issues of safety and competency
    7. CPD requirements; is it necessary?

    MMC-Gamuda: Double-track project on time, within budget

    PETALING JAYA: Developers of the northern double-tracking project from Ipoh to Padang Besar said on March 12 that the project was on schedule as it would "work around" any anticipated obstacles.

    MMC-Ganmuda JV Sdn Bhd director Datuk Azmi Mat Nor told reporters at a media briefing here that the project has not been delayed despite warnings several months ago from Gamuda's CEO Datuk Lin Yun Ling that land acquisition problems might stall the project.

    "As with any big project, there will be problems," Azmi said, noting they will work around the problem. "Whatever we can do, we will do. The track is long - 329 kilometres - so we will work around whatever problem."

    He added the project was now 21.4% completed, costing about RM2.8 billion, which is within the developer's forecasts. Raw material costs so far has amounted to RM3 billion.

    Azmi said what was more important was how the project contributed to the economic welfare of residents in the northern states especially during this time of crisis.

    MMC-Gamuda has awarded 400 contracts so far worth about RM10 billion, and was expected to award another 100 contracts worth RM2 billion.

    Using Bank Negara Malaysia's guided multiplier factor of 1.7 times, Azmi said the spinoffs from the 400 contracts awarded so far could be equivalent to RM15 billion.

    The RM12.485 billion projected cost of the two electrified railway tracks across Perak, Penang, Kedah and Perlis is expected to be completed on Jan 7, 2013. There have been no changes to the plan.
